ComputerWorks Technologies, division of Global Service Resources, Inc., is to obtain the services of two (2) Consultants to assist the Los Angeles County (County) Department of Children and Family Services (DCFS) in the redevelopment, testing, implementation, and conduct train-the-trainer training of the Electronic Suspected Child Abuse Report System (E-SCARS). The Consultants shall be responsible for understanding and following the business and functional requirements, application design, screen layouts and completing the development of the E-SCARS application according to the design specifications. This application will be implemented in the DCFS, the Los County Sheriff Department (LASD), Los Angeles Police Department (LAPD) and the Los Angeles County District Attorney offices (DA).
JOB REQUIREMENTS
The work to be performed by the Consultants will include all of the following:
· Enhance the E-SCARS website.
· Update access to use newer versions of Microsoft Internet Explorer (i.e. 10 or later), Mozilla’s Firefox, or Google’s Chrome.
· Develop an application prototype.
· Develop the logical and physical E-SCARS database.
· Develop SCAR functionalities in a Word document.
· Develop functionality for the use of mobile devices, i.e. tablets, smart phones, laptops, and Mobile Digital Computers (MDCs).
· Develop application interfaces and SCAR routing.
· Develop the E-SCARS application.
· Develop reports.
· Perform application integration and testing.
· Perform application implementation.
· Document all work performed.
· Develop user training documentation and conduct train the trainer sessions.
· Provide knowledge transfer and mentoring of staff.
QUALIFICATIONS:
The Consultants must meet all of the following minimum qualifications:
1. Five (5) years’ experience within the last seven (7) years, in the design, development, testing and implementation of web application software.
2. Four (4) years’ experience within the last five (5) years, designing and developing web applications using Visual Studio ASP.NET, VB.NET, C#, Web Service, jQuery and ADO.NET.
3. Four (4) years’ experience within the last five (5) years with Oracle PL/SQL or MS SQL Server.
4. Three (3) years’ experience within the last five (5) years in developing system interfaces and integrating systems.
5. Two (2) years’ experience within the last five (5) years in developing applications that utilize and interface with document management systems.
7. Must have a B.S. degree in Computer Science or Business Information Systems.
8. One (1) year experience within the last five (5) years working as a .Net and Mobile Application Developer with law enforcement, District Attorney or social services government agencies.
Written proof of such degree is required, if called to an interview.
